Circular No. 252/09/2025
This circular provides that communications dispatched through CBIC’s eOffice application using the public option will now bear an automatically generated and verifiable “Issue Number”, which shall be treated as the Document Identification Number (DIN). An online verification utility has been introduced at https://verifydocument.cbic.gov.in to authenticate such Issue Numbers by displaying details like file number, issue date, type of document, and issuing office.
Accordingly, quoting a separate DIN on these eOffice communications is no longer required, as it would lead to duplication of identifiers. However, for other communications not issued via the eOffice public option or not bearing a verifiable Reference Number (RFN) from the GST portal, quoting a DIN remains mandatory.
This circular modifies Circulars No. 122/41/2019-GST, 128/47/2019-GST, and 249/06/2025-GST to this extent.
