Deemed Ratification of Notifications, Circulars, and Orders
The Council ratified Notifications, Circulars, and Orders issued between 10th January 2019 and 13th February 2019 under the CGST, IGST, and UTGST Acts.
The deemed ratification also applied to similar notifications issued by States.

Decisions of the GST Implementation Committee (GIC)
The Council noted decisions taken by the GIC between 10th January 2019 and 12th February 2019, which included operational updates and clarifications related to GST implementation.

Decisions of the IT Grievance Redressal Committee (ITGRC)
The Council took note of the 4th ITGRC Meeting decisions, which included redressal of taxpayer grievances on technical filing issues (such as TRAN-1 and return filing difficulties).
It was agreed to include pending High Court-directed cases from Rajasthan and Himachal Pradesh in the next ITGRC meeting.

Recommendations for Boosting the Real Estate Sector
A major agenda item—Recommendations of the Group of Ministers (GoM) on Real Estate Sector—was discussed extensively.
The GoM proposed GST @ 1% without ITC for affordable housing and 5% without ITC for other residential properties.
“Affordable housing” defined as units up to 60 sqm in metros / 90 sqm in non-metros, valued up to ₹45 lakh.
80% of inputs and input services to be procured from registered suppliers; any shortfall to be taxed under Reverse Charge Mechanism (RCM).
TDR, FSI, and long-term lease premiums to be exempted for under-construction residential projects, with tax payable by the builder under RCM at completion.
For ongoing projects, option to choose between the old rate (8%/12% with ITC) and the new rate (1%/5% without ITC) was provided.
Changes to apply from 1st April 2019, with detailed operational rules to be finalized by the Law and Fitment Committees.

MSME Sector – Notifications and Composition Scheme
The Council approved draft notifications and a Removal of Difficulty Order implementing decisions of the 32nd GST Council Meeting, particularly for MSMEs and small traders:
Increased registration threshold to ₹40 lakh.
Composition Scheme extended to service providers up to ₹50 lakh turnover at 6% GST (3% CGST + 3% SGST).
Law Committee authorized to finalize provisions for ITC reversal and annual return with quarterly payment for composition taxpayers.

Extension for Filing GSTR-3B
For Jammu & Kashmir, filing deadline for January 2019 extended to 28th February 2019 due to internet restrictions.
For rest of the country, the deadline extended to 22nd February 2019 due to technical glitches.

Other State-Level Issues Discussed
Tamil Nadu raised concerns over pending IGST settlements for FY 2017–18 and demanded early resolution.
States reiterated requests for reduction in GST rates on wet grinders, aluminum utensils, matches, and engineering job work related to MSMEs.

Decision on Next Meeting
The Council resolved to reconvene on 24th February 2019 in New Delhi for further deliberations on Real Estate and Lottery matters.
