The GST Council, in its 32nd meeting held in New Delhi under the chairmanship of the Union Minister of Finance and Corporate Affairs, Shri Arun Jaitley, approved key recommendations relating to implementation of legislative amendments and compliance facilitation for GST practitioners. The Council decided that the changes introduced through the CGST (Amendment) Act, 2018, IGST (Amendment) Act, 2018, UTGST (Amendment) Act, 2018, and the GST (Compensation to States) Amendment Act, 2018, along with corresponding amendments in the CGST Rules, notifications, circulars, and related changes in State GST Acts, would be notified and brought into force with effect from 1 February 2019. This decision was aimed at ensuring uniform and timely implementation of the amended GST legal framework across the country. In addition, recognising practical difficulties faced by GST practitioners, the Council approved an extension of the deadline for passing the mandatory GST practitioner examination up to 31 December 2019 for those practitioners who had enrolled under rule 83(1)(b), namely former sales tax practitioners or tax return preparers with at least five years of experience under the earlier tax regime. These decisions were intended to facilitate a smoother transition to the amended GST laws while providing adequate time and support to practitioners and stakeholders.
