The GST Council, in its 35th meeting held in New Delhi under the chairmanship of the Union Finance and Corporate Affairs Minister, discussed and recommended key rate-related issues concerning the supply of goods and services. This was the first meeting of the Council after the formation of the new Government and was attended by senior ministers and officials from the Ministry of Finance. The Council deliberated on GST concessions related to electric vehicles, including vehicles, chargers, and the hiring of electric vehicles, and recommended that the matter be examined in detail by the Fitment Committee for further consideration in the next Council meeting. With regard to solar power generating systems and wind turbines, the Council directed that issues relating to valuation of goods and services be placed before the Fitment Committee in compliance with directions of the Hon’ble Delhi High Court, with its recommendations to be presented in the subsequent GST Council meeting. On the issue of lottery taxation, the Group of Ministers submitted its report, and after detailed discussions, the Council recommended that certain matters concerning applicable tax rates and the destination-based principle of taxation require legal opinion from the Learned Attorney General. These discussions reflect the Council’s continued effort to address sector-specific concerns and ensure clarity and consistency in the GST rate structure.
